Legacy Piece Tier Lists — Every Ranking, Built From Data
Most tier lists for this game are one person's impression written up as a ranking. These are arithmetic on published data: damage totals for anything with a moveset, percentage totals for anything with a stat block, roll odds for traits. That means you can check them, and it means anything the developers have not published is left unranked instead of invented.

Which ranking matters most for your build?
- Spec first. Abilities carry the biggest single numbers in the game, so your spec sets your ceiling — see the ability tier list.
- Race second. A Damage Amplifier race multiplies whatever you picked in step one; a mismatched melee/weapon line wastes it.
- Clan third. The base buff is small next to a spec, but the passive changes how a fight plays.
- Weapon and style fourth. These are the slots you can change cheapest and most often.
- Trait last. At Secret odds it is a long-term project, not a build decision you make today.
A note on PvE versus PvP
Every ranking here scores raw output, which maps well onto boss and mob farming. PvP inverts some of it: cooldowns, mobility and Observation Haki matter more than burst when the target moves, and the bounty ladder rewards surviving rather than clearing. Where a list has a PvP caveat, it says so on its own page.
